National Crops Resources Research Institute (NaCRRI) is one of the public agricultural research institutes under the National Agricultural Research Organization (NARO) established under the Act of Parliament of the Republic of Uganda.
NaCRRI has an approval for a grant to run a four year project to establish a Cassava Seed Systems for Uganda. Part of this grant will be used to hire competent personnel for efficient and effective management of the project. Position: ASSISTANT PROJECT MANAGER (Vacancy 1)
Duties and responsibilities:
• Work as an assistant to the Project Manager to coordinate and manage the project
• Develop a detailed theory of change for the project
• Develop a learning agenda
• Develop project monitoring and implementation plan
• Develop tools to collect, analyze and report data
• Organize stakeholder engagement platforms
• Responsible for supervision of monitoring and evaluation activities
• Assist the project manager in formulation of work plans, budgets and frameworks for environmental and social safe guards, gender, capacity building, information and knowledge management
• Assist the project manager in organizing all project conferences, workshops and meetings within and outside the country
• Assist the project manager in preparing project reports (process and technical) and publications
Qualifications and experience:
• Masters Degree in management, development studies or business related field is required
• Training and working experience in project monitoring and evaluation is strongly required
• Strong strategic, quantitative and analytical skills.
• Demonstrated practical experience in project management
• Results oriented, with knowledge of data collection, survey design, sampling tools
• Good skills and experience in interpersonal, interdisciplinary, multi-stakeholder management
• Willingness to spend extra time to achieve results with minimum supervision
• Excellent computer, oral and written communication skills
• Past working experience with the M&E organizations/ institutions, with regional and international exposure

Responsibilities:
• Provide office administrative services to project management
• Manage project correspondences and records in line with prescribed records management procedures and practices
• Perform administrative duties such as drafting and typing /processing correspondences and other office specific documents
• Plan and Manage office supplies and logistics
• Assist the project manager to meetings, seminars and workshops and take and produce minutes
• Effectively and efficiently maintain office diary entries
• Perform any other duties that may be assigned from time to time
• Make arrangements for efficient transportation and accommodation of visitors and local staff on transit
Qualifications:
• An Honors Bachelors degree in secretarial studies, administrative and secretarial science or office and information management from a recognized University / Institution
• A relevant working experience in this position for other international or regional organizations is a requirement
• Ability to demonstrate a high level of discipline both among project staff and entire work environment
• People management and coordination skills
• Strong interpersonal and net working skills
• High level of communication

Position: PLANT HEALTH SPECIALIST (Vacancy 1)
Duties and responsibilities:
• Ascertain health status of cassava basic and pre-basic seeds
• Responsible for coordinating crop inspection in liaison with the agronomist, participating partners and National Seed Certification Services
• Collect, analyse plant health data and present reports in agreed formats
• Ensure compliance with quality standards by the participating private TC labs
• Train crop inspectors in cassava disease diagnostic techniques
• Train cassava seed entrepreneurs and extension officers in the project area on disease diagnosis, management and control
• Participate in public engagements on cassava disease management and control
• Participate in work plan and budget development processes
Qualifications and experience:
• Masters degree in Crop science with specialization in plant pathology or crop protection is required
• Experience in pest/disease monitoring, laboratory diagnostics, seed inspection and management is required
• Results oriented person, with an eye for detail

• Develop training materials for production and multiplication of high quality cassava seeds
• In liaison with the socio-economist, develop break-even point for commercial cassava production
• Train, in liaison with the participating NGOS, cassava seed entrepreneurs
• Design functional research appropriate for optimizing and enhancing quality seed production, inclusing rapid multiplication techniques
• Participate as a team with other staff in root crops research program
• Responsible for compilation, presentation and submission of reports of the activities executed in agreed formats
• Participate in public engagements on cassava disease management and control
• Participate in work plan and budget development processes
Qualifications and experience:
• Masters degree in Crop science with bias to agronomy (crop management or soil science) is required
• Working experience with diverse stakeholders especially farmers, local NGOs, private sector and funding agencies in Uganda
